Environmental Management of Dredging Material
ÇINAR has 10 personnel who have the "Environmental Management of Dredging Material Environmental Management Certificate of Achievement Certificate" regarding the preparation of Dredging Environmental Management Plan in accordance with the Regulation on Environmental Management of Dredging Material.
Before the bottom screening and discharge activity, it is essential to prepare the Environmental Management Plan for Bottom Scanning, formatted in Annex-2 of the “ENVIRONMENTAL MANAGEMENT REGULATION OF BOTTOM SCAN MATERIAL” published in the Official Gazette dated 14.01.2020 and numbered 31008 in order to evaluate the environmental suitability of the activity.
Administration: means the Ministry for dredging activities of 50,000 m3 and above, and the Provincial Directorates of Environment and Urbanization located in the province where dredging is under 50,000 m3.

Who Can Prepare the Plan?
As stated in the Regulation on Environmental Management of Dredging Material (DTMÇYY) Section 4- Article (10); Dredging Environmental Management Plan is prepared by environmental consultancy firms that are authorized within the scope of the "Regulation on Environmental Management Services" published in the Official Gazette dated 30/7/2019 and numbered 30847, and have personnel who have received training in dredging and dredging issues to be arranged by the Ministry.
Where to Apply?
For the prepared plan; An application must be made to the Ministry for screening activities of 50,000 m3 and above, and to the Provincial Directorates of Environment and Urbanization in the province where screening is to be carried out below 50,000 m3.
According to the 13th article of DTMÇYY, it is necessary to apply to the relevant Provincial Directorate of Environment and Urbanization for dredging activities below 50.000 m3 in fishermen shelters.
Evaluation Period and Certificate of Conformity
After the application, the evaluation process starts by the Administration. This period is determined as 30 working days. During the investigation, additional information, documents and research requests can be made from the activity owner.
If the plan is found suitable, a Certificate of Conformity is issued by the Administration.
The Administration that has issued the Certificate of Conformity must inform the other Administration (Ministry and Provincial Directorates of Environment and Urbanization).
In Case of Change in the Approved Plan
In case any changes are foreseen regarding the activities given in the Approved Bottom Screening Environmental Management Plan, the activity owner applies to the Administration and the necessary conformity certificate is obtained again.
MONITORING AND REPORTING
Environmental officers authorized within the scope of the "Regulation on Environmental Management Services" published in the Official Gazette dated 30/7/2019 and numbered 30847 and trained by the Ministry or by the scientific institutions / organizations assigned by the Ministry or the Ministry, or by environmental consultancy firms that have these personnel. is prepared.
The Ministry determined the procedures and principles regarding the Monitoring Report and Ecological Report formats, ecotoxicological analysis methods and other applications to be submitted to the Administration within the scope of bottom screening and discharge activities.
How to Watch?
Monitoring and Reporting It covers the processes of monitoring and reporting the effects of the Scanning Material that will come out after the Bottom Scanning activity in the area where it will be unloaded. Monitoring studies are carried out by the Ministry of Environment and Urbanization, General Directorate of Environmental Management, in accordance with the format given in Annex 6 of the "Bottom Scanning and Discharge Activities Implementation and Authority Delegation Circular" dated 20.02.2020 and numbered 36855019-140.02.44536.
By which laboratories are analyzes performed?
Sampling and analysis are carried out by laboratories authorized by the Ministry. If there is no laboratory authorized by the Ministry, laboratories accredited by TÜRKAK may carry out these studies.
Document Fee for Certificate of Conformity
For the issuance of the Certificate of Conformity to be given by the Administration within the scope of bottom screening and discharge activities, the activity owner is paid over the unit price to be determined by the Ministry every year. This payment is not made in case of beneficial use of the dredging material generated as a result of the bottom dredging activity without discharging it to the sea or for its disposal on land.
